Our Foundation Phase (U9-U12) and Youth Development Phase (U13-U14) players will be pioneering a new path in player development for Western PA soccer.

Because when you care about your child’s future in the game, you want them in an environment built entirely around their growth. One that keeps competition fierce but never sacrifices development for the scoreboard.


Why Our Format Looks Different

The English FA has studied more than 400 grassroots games, from U6-U14 level, which has allowed them to better understand the technical and physical returns of different playing formats for young players and their impact on development.

One of the first questions we hear from parents is: “Why is my child still playing 7v7 at U11 when other leagues are doing 9v9?” The answer is simple — research shows it’s what’s best for their development.

The English Football Association (home to one of the most respected youth development systems in the world) recommends smaller-sided formats for longer. Why? Because they:

  • Give players more touches on the ball in every game.
  • Force quicker decision-making in tighter spaces.
  • Build confidence and creativity without the pressure of covering a huge field too soon.

It’s the kind of common-sense approach that puts your child’s long-term development ahead of short-term bragging rights – exactly what you want when their future in the game is the most important thing.


Competition That Fits, Not Forces

There’s no need to spend hours every weekend driving across states just to “find” competition. Pittsburgh has plenty of strong teams, we just needed the right format to bring them together.

Sometimes, the most appropriate competition is not in your age group. So why not play a team outside your age? For example, if you are a strong U11 team, it may be best for you to challenge yourself against some U12 opponents. If your U11 team struggles, it may make sense to play some U10 teams as you develop. Other leagues forbid this, but not the SCPL. 

In the SCPL, competition is appropriate — not too easy, not too overwhelming. Our flexible team and roster structure allows us to move players as their needs change:

  • Ready for the next challenge? Step into a faster-paced game with tougher competition
  • Hit a growth spurt and your game changes overnight? We adjust with you, not against you.
  • Need a confidence boost? Play at a level where you can get more touches and time on the ball.

Every decision we make is guided by what’s best for the player, not the league table. That means your child plays in matches that challenge them appropriately, protect their confidence, and push them to keep improving.

The SCPL keeps travel local while still delivering challenging, high-quality matches. That means more time for players to play, train, and recover… and less time in the backseat of a car.


Developing Our Players, Not Just Recruiting Others

Many clubs in Pittsburgh build their programs by pulling in stronger players from the outside during tryouts, rather than investing in the development of the kids already in their system. That’s why so many “satellite” locations for other clubs struggle — they aren’t focused on nurturing the players who are there.

At Steel City FC, we believe in the opposite approach: developing the players we have and moving them upward as far as their ability and dedication will take them. Whether that means progressing into our Regional or Academy teams, one day representing our First Teams, or debuting in the MLS, the SCPL is the perfect foundation for that pathway.

Because the SCPL is structured and scheduled internally, our Regional Directors and Phase Leaders can regularly observe the entire pool of players. That allows for more accurate evaluations, better placements, and smoother transitions through our Phase Model. It’s not about bringing in someone else’s “finished product” — it’s about giving your child the tools, opportunities, and support to become the best version of themselves within our own club community.

  • Long-term readiness — by the time college exposure matters, SCPL players will be more skilled, adaptable, and mentally prepared than most.

In the simplest terms, we are training a sustainable style of soccer that allows players to adapt to any team or environment they join in the future. Many other local clubs win games at younger ages by relying on athleticism, long punts, and kick-and-chase. While there’s no denying athleticism is a part of the game, there is more to soccer than that.

Our style bears its fruit as players get older, resulting in our oldest Academy teams—and our adult First Teams—having consistent regional and national success. And that success starts here with the SCPL.


The Long Game

Parents sometimes ask: Will this put my player behind their school teammates who are playing 11v11 already? The answer is no — in fact, it will give them an advantage. The SCPL ensures that your player is sharpening their technical skills, strengthening their tactical understanding, and overall improving their ability to adapt to any situation. 

Smaller sided games means more repetition and that translates to a steeper trajectory of improvement. In fact, as they enter their middle school, high school, and eventually college seasons, they’ll stand out for all the right reasons.

FAQs for Parents

Q: Many of our games are against Steel City FC teams. Is that okay?

In previous leagues, half or more of the schedules already ended up being Steel City vs. Steel City matchups. The difference was, we had almost no control over the format — which meant we couldn’t guarantee the right environments for development.

With the SCPL, we take that same reality and turn it into an advantage. Now those matchups are intentional, designed around what’s best for the players:

  • Balanced competition that emphasizes building skills instead of kick-and-chase soccer. While many teams leave PA West at U12 and older for MLSNext, GA, NAL, E64, the flexibility of the SCPL means proper matchups can be engineered for all teams remaining local.
  • Consistent formats, field sizes, and referee investment that lets players apply what they’re learning in training every week, in an environment meant to foster growth, complete with referees who are there to be mentored by other referees, but also to educate our young players on the laws of the game, rather than by-the-book punishments for infractions they may not yet understand.
  • A true development pathway that allows ample evaluation from Phase Leaders and Regional Directors to make the transition through Phases smoother and the opportunities to be seen to earn Regional or Academy spots more plentiful.

So while you’ll still see plenty of Steel City opponents, the difference is that these games now have structure, purpose, and developmental value — without the wasted travel or mismatched competition. And we anticipate the league to grow to include other like-minded clubs.

Q: Why not follow the same format as other leagues?

Because what’s “standard” in the U.S. isn’t always what’s best for players. Following proven international best practices like those from the English FA means we’re prioritizing player growth over convenience or tradition.

Q: What if my child struggles or excels mid-season?

Our club has always believed in team fluidity as a child’s developmental trajectory changes. We adjust rosters and competition levels as needed. No player is stuck in a level that’s too easy or too hard.

Q: Does local competition mean lower quality?

No — Pittsburgh has plenty of strong teams. The SCPL simply brings them together in a format designed for consistent, meaningful competition without excessive travel.

Q: Will this hurt my child’s recruitment chances?

No. The SCPL focuses on younger ages, before recruiting years. Players will be more prepared technically, tactically, and mentally when recruitment events do matter.

Q: Middle school soccer is 11v11. Will playing 9v9 put my child at a disadvantage for his or her school team?

No. With so many more actions and decisions per game in the 9v9 arena, players will be more prepared technically, tactically, and mentally when placed in an 11v11 environment.
